I am concentrating on more important tasks, to the best of my capabilities to prioritize my time. I think it is theoretically possible, and not too hard, but it would take time to put into place.

I do not have an estimate as to when I would work on this, so I would not expect to see this unless someone else contributes it.

I was under the assumption that graphic filters are good for 2D only. If they were applied to a game that uses 3D (even thought it is done in software mode), wouldn't alot of artifacts and abnormalities appear?

Filters are used for a long time, not only on the NES and Sega systems (CD). as well as on the Nintendo 64 emulator, sony ps, the Sega Saturn.
Quality in 3D games just fine, no artifacts.
