Well, just so you know, I personally will not take up the torch to do so. Unless maybe I get a really sweet android tablet and I find myself desperate to play 3DO games on it. But, both C++ and C# code can be ported (via monodroid) to android, so the effort would be manageable.

I would absolutely love this. But i think that the point is ... would it be usable right now? Let's talk for example in an average Android machine with 1 ghz of cpu, gpu and 512 mb of ram.
Besides of that, maybe a tablet wouldn't be the right machine to run it into. Do you know Android handhelds? lately from China a bunch of these have popped out.
One example of that is the Yinlips YDPG18 (you can search for it in Youtube), with the following specs:
CPU: Allwinner A10 SoC (System on Chip) 1.5 Ghz theoretically; actually clocked about 1 Ghz Cortex A8 ARM Core
GPU: Mali 400 Mhz
RAM 512MB
Android 2.3
Multi touch resistive screen
Price: ~US $120-$160

That is a good question...
Incrediclint tried to port it to xbox, but it was not sufficient to run the 3DO emulation fast enough. I think it was for the original xbox. I do not know the hardware specs of an xbox offhand, but it is probably similar. Android would also include overhead. This may mean that a 3DO emulator would be too demanding for the cheaper android tablets!
But, there is no way to know unless someone tries. Also, eventually hardware would catch up, of course.

Your wrong on the average android specs.
The specs your mentioning are way outdated and only applies to low budget cheap phones.
Check how many samsung galaxy s2 have sold.
Not to mention my 64 GB micro sd card to carry more than 1000 games
I have 1 GB of ram , dual 1.5 ghz core processors which can be overclocked to 2 ghz if needed and my phone is a year old...
This year quad core phones are coming out and the new Samsung galaxy s3 is rumoroed to have 2 GBs of ram[

I can currently emulate
A n64, ps1 , most dos games, snes,nes,gba, and many more older console based games no sweat at full speed
Already there is even a port of yabause the sega saturn emulator in the works which has a lot of promise.
So yes 3do should emulate well if someone puts the effort into it.
Lets not talk like everyone is using an orginall droid and say its pointless.
