Does it create a log file and is there an error message within that file?

I checked the zip and it definitly has the SlimDX.dll file in it. Is it in the folder you extracted the zip to? If the file is there and it's just not finding it, try running 4DO as administrator or putting 4DO in a folder on the root of the harddrive. Sometimes the OS or antivirus will block programs from accessing files that are in windows system folders like the desktop. This shouldnt be a 64bit or Win7 specific issue.
